Project Description
Full control over delivery gave the developer greater certainty across programme, quality, and compliance at this 24-lot residential subdivision on South Road in Masterton. The project was delivered from greenfield stage through to final council sign-off, with Elite responsible for all three waters infrastructure, power, telecoms, stormwater soakage systems, kerbing, swales, and French drains. Only surface finishes such as concrete and asphalt were subcontracted, reducing the number of parties involved and minimising coordination risks. The site presented stormwater challenges due to varied ground heights and overland flow paths. Elite worked closely with the consulting engineer, CFP, to manage these constraints. Hold points were confirmed early and survey tolerances were strictly monitored. Finished levels were achieved to within 30 millimetres across the subdivision, meeting all engineering and council expectations.
Testing and quality assurance were led in-house, including penetrometer, CBR, and beam deflection testing, as well as static water and low-pressure air testing of the sewer system. All tests passed on the first inspection to MDC standards. The subdivision was signed off without delay, enabling the client to proceed with marketing and sales as planned.
Performance
The project was delivered on time, to specification, and within budget. Stormwater infrastructure was constructed to a high standard, with no testing failures or rework required.
Environmental management was carried out consistently throughout the build, with sediment controls maintained during all excavation and backfilling phases. There were no environmental incidents recorded.
A strong focus on health and safety was maintained through clear separation of work zones and regular onsite safety briefings. The project recorded no injuries or notifiable events By self-performing most of the work, Elite removed the delays and quality risks that often come with multi-contractor jobs. The client benefited from a streamlined build process, faster closeout, and minimal input required during the delivery phase.
