Managing all civil works in-house gave Kāinga Ora greater confidence over programme, quality, and safety outcomes across four residential subdivisions in Masterton. This 34-lot development involved the installation of water, wastewater, and stormwater networks, including 300mm SN16 stormwater mains, 1050mm RCRRJ class 4 culverts, 1800mm stormwater chambers, and large RainSmart soakage systems. Roads, kerbing, and footpaths were also constructed as part of the full subdivision package. One of the key challenges was coordinating multiple trades operating simultaneously across separate sites. Careful planning and staged sequencing were required to keep momentum and avoid delays. Weather conditions and sediment control obligations added further complexity, all of which were managed through proactive site leadership. All three waters and civil infrastructure works were self-performed, with subcontractors used only for house pad preparation. This reduced risk for the client and gave more certainty across key delivery milestones. Regular engagement with Kāinga Ora and TW Construction, including scheduled meetings and clear site communication protocols, supported timely decisions and a safe working environment throughout.

Elite Drainage Wairarapa delivered the Kāinga Ora development works to the highest quality standards, with all stormwater systems installed to precise grades and specifications and passing all compliance inspections without defect. Environmental management was a key priority, with effective sediment and erosion controls implemented throughout to protect neighbouring properties and natural waterways. Health and safety was actively managed via a site-specific plan, resulting in zero notifiable incidents and full compliance with WorkSafe NZ regulations. The project was completed approximately three weeks ahead of programme, highlighting strong delivery against timeframes. Final costs matched the original tendered price with no variations required by the client. There were no disputes, claims, or litigation during or after the project.
