Project Description
Control over all major construction activities gave the developer a high level of certainty throughout the delivery of this 17-lot subdivision in Masterton. The project was managed from greenfield through to final sign-off by Masterton District Council. Over 900 Cirtex RainSmart modules were installed across two custom soakage systems, making it the largest installation of its type completed by Elite to date. Works included deep sewer installation to depths exceeding two metres. This required WorkSafe notification and the implementation of strict health and safety protocols, including a site-specific safety plan and job safety analysis. All excavation activities were carried out in accordance with confined space and trenching controls, with no safety incidents recorded. This was the first project where GPS control was fully integrated into Elite’s excavators. Working directly from engineered CAD files allowed for accurate placement of assets without the need for manual marking or laser setups. This innovation reduced downtime, improved accuracy, and supported more efficient delivery. It has since been adopted across all subsequent Elite projects. All three waters and dry services were completed in-house. Only final surfacing was subcontracted. Elite managed the full inspection and test plan, working closely with CFP, the same engineering consultant involved in the current tender. The project achieved s224 sign-off on the first submission, giving the client a clean handover with no delays to lot release or settlement timelines.
Performance
The project was delivered on time, on budget, and without the need for rework or remedial action. All ITPs and council inspections were passed as planned. Quality outcomes were enhanced by the introduction of GPS-controlled excavation, which allowed consistent compliance with design levels and improved productivity. Environmental and sediment controls were implemented effectively across the site and maintained through variable weather conditions. No non-compliances were recorded. Health and safety was actively managed through documented controls, including deep excavation protocols. There were no notifiable incidents or injuries. The client benefited from improved delivery accuracy, greater control over stormwater installation, and a clean handover to council without delays. Our ability to integrate GPS control and coordinate inspection planning with CFP provided confidence across the full scope of works.
